Invitation Vs. Announcement

Wedding in Virginia, notifying relatives in Texas. Thinking about sending invitations to close relatives and announcements to extended relatives. Knowing none of these will attend wedding, but not wanting to leave them out and also not wanting them to feel obligated to send a gift. What is your suggestion regarding sending an invitation vs. An announcement? If it`s to be an annoucement should it be sent at the same time as the invitations? Thank you in advance for your reply.
