Seaside Romance Prom Ideas

My school is having the theme of Seaside Romance for our prom. The problem is that we have a tight budget and the place we are having it at has high ceilings, and walls which we cannot hang anything on for some reason, but there is a beautiful staircase. If you have any ideas please post them, I`m desparate.
