Bridal Shower Invitations

We are putting together a bridal shower for my daughter. The grooms family and many friends are in California and she is getting married in New York. She doesn`t want us to invite the California people to the shower as they will not be able to come and she feels it would be just asking for a gift. What is appropriate? Do you just send announcements or do you send invitations to everyone? We don`t won`t to hurt anyone`s feelings but we want our daughter to feel comfortable
