HELP! Surprise 21st Birthday Party Ideas?

I am throwing a surprise birthday party for my husband`s 21st birthday. All the parties his parents throw are always over-the-top, so I need to make it really special. I was going to hire a belly dancer, but he found out. I was going to jump out of a hollow cake and sing happy birthday, but the logistics fell through. Anybody have some fun ideas?

How about hireing a party bus.
They have ones that have lots of things in them (like poles ;-)
