The Rose Garden in Houston is 50.00 if you don`t have alcohol. There are a lot of Halls. I got married at the Ivy Court and it was beautiful.

I found a great place under 4,000 with snacks at Heatherglen I booked it and everything its on Oct 15th at 7 pm

Check out Bella Terreza they are near the Galleria They have a beautiful atmosphere, and if you do everything there, the ceremony and reception it could help with the cost. ( they are a little pricey on things).....and do it on an off day and off season the prices are better/. There food is excellent.
