Submitting List For Wedding Invites

We have recently been asked to submit a list for wedding invites by our future daughter-in-law. My sister has informed me that we should ask for a number from her and then submit the list from that number. Is this correct?

If it were me, I would provide to her a list of all the names of the people you`d like to see invited to your son`s wedding along with a tally of the total number of guests. If there becomes an issue with the total number, I`d cross that bridge when it came.

She`s requesting a invite list and that`s what I`d give to her without asking her how many people you can invite.
