My husband and I got married in June 2000. We were married by a judge at the courthouse. We had friends and family. But no dress no party nothing. I feel bad I want to do something that is better. When is the appropiate time? now? 5 years? 10 years? How long before a vow renewal and all the trimmings?

You can`t have a wedding, because you already had a wedding and you`re already married. You can have a huge anniversary party if you want. Pick your year and go for it.
