It sounds like you have what I have and it is called keratosis pillaris. What it is exactly is sensitive skin that when irritated will cause the bumps. Any attempt to remove them, via scrubbing, causes them to bruise and become dark. Sometimes medication or nerves can cause it. I have even heard that nicotine can. I went to a dermatologist and nothing helped me. I cannot even use suncare products, it aggravates it. What I have used to cover any marks up is makeup, and not just any, sensitive skin again. I have found ID cosmetics and they are wonderful.
