Hello. I turning sixteen on the 29th of Febrary. This is a special day for me because my brithday actually comes that year. Since i am a leap year baby my birthday comes every 4 yr. Anywayz i do not know how to get started planning for my sweet sixteen and i don`t want to make my parents spend a lot of money. I need ideas and help on how to get started in this process.
