Cheap But Not Tacky Wedding In Kansas City Area

My fiance and I have been engaged for over 2 years now because we were waiting for him to graduate and get a good job. He now has a good job and we are ready to get married. We do not have much time because we would like to get married on the day we met which is Aug. 6th and it will be this year of 2010. Since he has just started his job we have a pretty small budget and only 4 months to plan. Does anyone have any good places to have a small wedding or a cheap way to get married without going to a court house? We do not really want an outdoor wedding because it gets very hot here in KS during Aug. Also do you have any ideas on where to have a decent reception?
