Wedding Dinner Advice?

I am getting married in May and im on a very limited budget. I got laid off months ago and my fiancees hours at work been knocked down to part time. We are having a small wedding of 35 guests. Is it rude to not have a reception where we pay but to have an "open invite" to come out to dinner where they pay for their own?
