IS IT PROPER TO SEND A MONETARY GIFT TO
A BRIDE AND GROOM EVEN IF YOU WERE NOT
INVITED TO THE WEDDING ? (IT WAS A SMALL
RECEPTION )

Karen, if you were not invited to the wedding or the reception you are not obligated to send a gift. It would however be a kind gesture to send a simple wedding card (no money inside) congratulating the couple on their marriage.

You can certainly send a monetary gift (or any gift) if you like. How nice that would be! Or you may send a lovely card with your best wishes. How nice that would be as well. But as Kay pointed out, you are under no obligation to send anything.
