Wedding Shower

I am a bride writing about my shower. My best friend/maid of honour told me that she will throw the bridal shower for me with my mothers help. Now my friend is telling me it`s not her responsibility to do the shower and she has no money to give only $50. In the begining she offered to buy food, decorate, and buy the invitations now she will not do anything. She told me it is my mothers and my fiances parents duty to pay and throw the shower. Please I ask someone to write back to me and tell me who is supposed to throw my wedding shower for me. HELP!
