Feb. Wedding

I am having a feb. Wedding and i have no idea what to decorate with because of the month... I am leaning toward ribbons.. I am not to big on flowers but if you have any ideas please let me know. I live in louisiana and the weather is so weird. I don`t know if i should have it inside or outside, and if my brides maids should have long or short dresses... Please help i have no clue what to do. My colors are brown and tiffany`s blue. I am also looking for inexspencive things to decorate with. Thanks so much.
