Sweer Sixteen In NYC????

What are some good ideas for a formal sweet 16 in NYC? Only 10-15 people. I would really like to eat somewhere fancy by the water, but I don`t know of any real activities to do besides broadway, and I don`t really want to do that. Any good ideas? Thanks for your answers!
