Birthday Ideas

I wanna have a birthday party!But I cant think of nothing.So im asking you can you give me some ideas.Im 12,but want a birthday party that is something like a sweet 16.But doesnt cost alot of money.My birthday is in Feburaury.It sometimes be cold and sometimes dont.I dont want it to be out my house,cause I dont want people to drive where I live.So do you have any ideas for me.Im planning it before so I want be worry when it is February!
