My Daughter Sweet 16

My daughter will be turning 16 on December 19, 2008 and I would like to give her a Sweet 16 party. My budget is between $2,500 and $3,000. We live in Philadelphia, Pa. I`m looking for a place that is reasonable but nice...this wil semi formal because I know the young men prefer to wear sneakers oppose to shoes..my daughter wants to have all sweets meaning all sorts of sweets stuff for everyone to eat..taking into consideration that sneakers will be wore im thinking we shouldn`t have a 3 course meal not really finger food neither..any ideas and suggestions you have will be greatly appreciated. Thanks a bunch! By the way my son is a dj so thats covered.
