Baby Shower Etiquette

Baby Shower Etiquette: Who should host the baby shower and who should be invited to attend? Should the maternal "grandmother" call a female "friend" of the potential "daddy" and ask her to host a baby shower for her daughters (potential "mommies") friends, and the paternal family members and NOT include the paternal "grandmother" at all, (after the maternal "grandmother" ALREADY hosted a baby shower for the maternal family side), with the exception of sending her (paternal "grandmother"), an invitation in the mail and the maternal "grandmother" having a hand in all of the arrangements, including the guests lists?
