Bridal Shower

There is going to be a joint (bride/groom) shower. Is it protocol to invite people you know can not be invited to the wedding because of space/cost limitations or is this the wrong thing to do? I (mother of the groom) have many friends who know my son but we are unable to invite to the wedding. Not sure of the correct procedure with this one.
