I Need To Know How To Get Started With Jop Wedding

My fiance and i want to get married but dont have the money to have a big church wedding. We need to know where to get started and what we need to do to get married with a justice of peace aka at the courthouse. We would also like to know who we can invite and how many people. We were thinking about 15 people??
