Bustle Wedding Dress With 6 Layers

Any one have any ideas for how to bustle a dress with a 6 layer train!!?? Bottom layer is satin wgile the rest are soft tulle. I want french pick up with about 3 pick up points. But am unsure as to what to do with all the layers.
Any ideas at all would be appreciated.
