Name Change As Part Of The Divorce Decree

In my son`s divorce decree, it is plainly stated she would change her name back to maiden name...she signed with no hesitation. He has total custody and she sees them twice a month. THree years now and no change....can he legally hold her to the stipulation in the divorce decree? Thanks.
