My 13th B-Day With No Ideas

Hey! My 13th b-day is coming up in december and I still am not sure of what I want to do. I live in a apartment building overlooking the Atlantic Ocean and we just got the party rooms redone with buffet tables and what not and my friends (the girls) love going downstaires and seeing the ships pass by. I like it too, but I`m not sure that I want to inivte boys to the party cause I`m afraid that they just might run off and get in some trouble or they might just ruin the party. I want my party to be fun..and safe.. But I`m not sure if i should put it downstires or soemwhere else. And if i do it in my apartment building..what theme or idea should I use?!
