Crinoline Help

Hello! I just purchased the crinoline to fit under my dress and it said it was a "Medium Extra-Full," but when it got here it definitely was not. In order to send it back, they charge a $10.00 restocking fee or a $10.00 shipping fee to exchange. I am pretty confident that I could just as soon go buy a few yards of tulle myself to make it fuller, but I am not sure how would be best to sew it in there. I don`t own a sewing machine and haven`t for sewn for a while....any suggestions would be GREATLY appreciated!! Thank you!!! --Wendy
