Help My 13th Birthday Rock!!!

My 13th birthday is coming up in 1 month. I`m the first one out of all my friends but I want a great party not like last year where my mom called for ice cream in the middle of presents and no one cared any more except for one friend. Very sad.

If you have any ideas of what I dcould do then help me!! My mom does not want to spend like hundreds of dollars though.
