Ok well my b-day is also in feb. And i`m already planning too! well here are some ideas

Well..my birthday is coming in about two weeks so im just having a small sleep over....im doing like a glow in the dark themed party, you could do that too with music, manhunt, that sort of thing. You could also have like a superstitions party where u decorate with difernt superstitoins that do with the numer 13! also its considered that if you can`t blow all ur candles out at once its bad luck, so you can get crazy candles that don`t go out...
