Yes, there is help LOL There is lip plumper`s out (not sure if they really work) but I have heard they do. Also put your lip liner on just above your actual line, not to much higher though. I think it will help, I have a small upper lip as well and use lip liner a lot. One day I`ll try the plumper`s too. Use the same color lip liner as your lip stick or at least close to the same, your lip liner should be a little bit darker but not too much. The best stuff to use is like colorstay (it really stays lol). Hope I helped a little! Good Luck & Congrats!!!!!
