Reusing A Prom Dress

I am reusing a prom dress from freshman year and i figured out it doesn`t fit my sholder blades it came with a wrap out of the same material should i use that material to fix the dress, can that be done? or am i in need of a new dress?

This can be tricky honestley I would lean towards the new dress as a wedding professional I have seen these redo go really bad . Only a skilled seamstress would be able to tell you for sure and then you get into cost a madeover dress may cost as much or sometimes more than a new one.
