Unique Dresses For Prom?

I`m on a low budget and hard to fit...I have large hips and am top heavy but have a small waist...So most dresses make me look either really fat or like a giant rectangle. I want to find a dress that fits great...But one that every other girl isn`t going to have. Any ideas on websites where I can start looking?
