Sweet Sixteen Time Frame

Me and daughter are planning her Sweet Sixteen for Febuary of next year yes its early, but we want to get everything we need and of course to save some money. Anyways my problem is that even though we know what we are doing at the reception we are stuck as far as the time frame on when to do everything we want to do for the night. We really want to have at least 5 hours for dancing. Ok party would start @ 5 to midnight, so we have between 5 to 8 to get everything in. We will be glad to take everyones input even if we have to work the another hour into our plans to get everything done. Heres a list of what we want to accomplish that night;
-parents welcome and toast
-father & daughter dance
-b-day girl speech
-cut cake
-b-day song
-b-day girl entrance
