Engagement Party

My son just got engaged and he and his fiance have not set a date. They are saying it will be a year to year-and-a-half before they get married.

Is it the responsibility of the grooms parents to give the engagement party? If so, since the date hasn`t been set when is the appropriate time to give the party?
