Here is a suggestion on the wording of the invitations:

Sandy and (your sister`s name) request the pleasure of your company at a reception honoring the marriage of (your father`s and his new wife`s names), to be held on (date) at (time) at (location).

Then you may include at the bottom of the invitation, whether it is black-tie, or regrets only, etc.
