Marrage Celebrant Or A Figure Of The Church.

Hi All, I`m hoping someone can help me, I`m from Australia and I`m 24 years old and planning my parents wedding vow renewal for their 25th wedding anniversary and I trying to find out if a marrage celebrant or a figure of the church is required to preform the renewal or can a close friend of their`s do it.
