Party Planner?

Getting married on September 4th, and am realizing that I have less time than I`d hoped to plan my wedding! I`m looking for someone that`s creative to help me with wedding logistics, like decorating, transportation, and wedding day set-up. Questions like "If my wedding ceremony is outside in a public park, who sets up the chairs?" Help, I`m a novice! Willing to pay, but I`m on a budget. Thanks!
