Best Friend`s Birthday

I am trying to find a booze cruise for my friend`s 21st birthday. I can`t seem to find any boats that take off out of Philadelphia or New Jersey, that offer an open bar on a Saturday night. Is this type of thing out the question? I know other people that have gone to events like these, but I`d only have about 15 people that want to do it so I don`t have enough to reserve a whole boat. Any thoughts from anyone? Anyone with an idea is welcome to come with!!

You can try to go around to people that she is friends with and maybe they might give in and say yes.
