HELP!!

Our Prom theme this year we have decided to be "A Red Carpet Affair" and have it be a Hollywood type theme. The only problem is, we still want it to be kinda of light since it is in the spring and all. Also we have no idea what to do for decoration wise especially with such a limited budget. Any ideas?
