Looking For A Short Elegant Wedding Dress

My sister is getting married for the second time 4 years after her husband of 21 years was killed in a horrible accident at work. Her first wedding was very small with no big to-do. This time she is going somewhat fancy, but being an older bride (48) she doesn`t want a fru -fru dress, but a short, white, elegant dress. These are almost impossible to find. Can anyone help?
