My 13th!!

I`m having a 13th birthday i kinda have a budget. My parents don`t want to spend that much money. I was thinking of like an Oscar night where my friends get awards, and we get all dressed up, but i dont know where to have it. My house is kinda big but i want to have like 30-40 people so my house is kinda a no. Please help soon!!
