The inner and outer envelope for a retired officer is actually addressed the same as an active officer. The outer envelope should read Colonel Jeremy Sullivan or if he is married Colonel and Mrs. Jeremy Sullivan. The inner should read Colonel Sullivan or if married Colonel and Mrs. Sullivan.
