Wedding Shower Invitations

What is the proper etiquette for invitations? The bride has given us a list with 95 names; people who live in states too far away that we know won`t be attending. She has names on the list from a state where she will be having another shower. Our funds are limited, and we don`t want to put all the money into postage. Also, what about children; we think not unless they are in the bridal party. We also think there should be a minimum number of invitees; 30-40 tops.
