What Do I Do??

So there is this guy Chris and I like him so much. We hang out with he same people and we talk we`re friends. So he knows that I like him and he tells me that he has feelings for me BUT I think he`s still inlove with his ex she moved and she`s not coming back. He tells me that he wants to hang out and stuff..but then when I ask he`s like no I cant. Then some times he flirts with me. Like we went to the movies and he was FLIRTING with me ALOT but I dont know how to take that I dont know if he likes me or not. I just dont know what to do
