Wedding Reception

This is my 2nd wedding his 1st he doesnt want a big ceremony so we are only having our parents and siblings then we are going to invite them and the rest of our friends and family to have a small dinner and cake with us no big thing is it ok to invite them to dinner and not the ceremony?
