I feel sorry for you that this is a persistent problem and I certainly can understand why you might resent non-paying vendors. However, I am a participating and paying vendor at partypop, so this is really not my issue. Last year when I visited the site for the first time and was unaware of the party pop regulations and charges, i posted a response and was immediately notified it was against party pop policies and the comments were removed. My point is that I think they are quite good at automatically monitoring
