Sweet 16

Hi my name is Sarah and i am having my Sweet 16 on December 11th. I have no clue what i am going to do. I live in upstate NY and it is pretty cold here around December. I know that i want to have a formal party and i want to rent a limo. Other than that i have no clue what my guests and i should do and where we should go. The thing is that money is tight so i have a limited budget. Does anybody have any clue what i could do?
PLEASE HELP ME!!!
