Margaret,
As a wedding planner myself, I can tell you several questions to ask.
First, does she take a percentage of the wedding budget as her fee, or does she have a set fee for a set amount of services?
Second, does she have a contract or letter of agreement stating her fee, the wedding date, all the services she is to perform, and both your signatures?
Third, how long has she been planning weddings, and approx. How many has she done in that time frame?
Fourth, will she agree to meet with you for an initial visit for free so you can get to know her personality and see if you think the two of you can work well together?
Fifth, ask her if she has had experience with your type of event: garden wedding, theme wedding, etc.
Lastly, decide what services or tasks you know you would like her to perform and ask her if they are possible.
A reputable and professional wedding planner will welcome these and other questions!
Hope this helps!
