WEDDING WITH A 3 YEAR OLD

Anyone have suggestions.We have a son who just turned 3 and we are not married.We do not want and cannot afford a big wedding.Any ideas how and where we can get married without it costing a whole lot of money,preferably under $5000 so we have a better chance of doing it next year some time.We live in British Columbia Canada but are willing to go else where.Any suggestions at all would be great even if you don`t know the cost and it would be for under 20 people include all the bridal party as it is mainly family.THANKS AND ALL ADVICE IS VERY VERY MUCH APPRECIATED.
