Have you considered using small Christmas trees decorated with white lights and ornaments and ribbon that are white, blue and silver ? You could use small ones on the tables for the reception. Maybe some mistletoe hanging over the arch that you kiss under.Spray it with silver glitter. Use alot of glitter. If its around the holidays, you can get away with going overboard on the decorations. Also for invitations a snowflake theme. Just some ideas.

Hello - I would love to help you with a winter wedding theme. I have done several, but I work with each bride to make just what she would like. With your colors combination I could do blue votive holders with silver and white snowflakes for your favors. They would be really pretty and would also double as a little extra table decor. I can also help you with Centerpieces, etc.
