First of all i would check with local catholic churches...some of them have banquet facilities that will let you bring your own food in. And it should only be a few hundred dollars to rent. Most likely you will not find a reception hall that will let you do your own catering.....insurance purposes. You can also check with local parks....some of them may have enclosed shelters that you can use. And they really work great for little kids if the park has good children equipment.

If you find a large out door space you can look into renting a tent, tables and chairs. Party rental companies are usually pretty reasonable and it would be worth looking into since its a summer wedding.
Also, like the other person mentioned, parks are great. Even if its an open air shelter. Get one with a large grill and you can throw some steaks on the grill and just have salads and fruit on the buffet table. (Save A Lot stores sell boxes of steaks 8 steaks for eleven dollars is the going price around here and they are actually really good steaks).
