DC/MD/VA Metro Area Wedding & Reception

Is it possible to find an inexpensive place to get married in DC/MD/VA metro area? I don`t belong to a church, I don`t want to do it outside and I only have $500 to spend on the 15-30 minute ceremony for 30 people. I don`t understand why this is so hard! Am I WAY outta my league here and should I just give up and go to a JOP?? If you have ANY ideas I would greatly appreciate them. Thank you!
