Wedding Invitation RSVP Question

My husband and I received a wedding invitation from our nephew and his fiance. Included with the invitation were two small cards. One card was worded: "Dinner and Dancing immediately following the ceremony" along with the place and address. The other card was worded:
The favor of a reply is requested on or before March 15, 2005
M_____________________
___Filet Mignon
___Chicken Francaise
___Broiled Salmon

We aren`t going to be able to attend the wedding, but there was no place on either card to check that we will or will not attend. Should I write on the card that lists the dinner entrees that we will not be attending and return it, or should I write a separate note on my own stationary, or should I purchase a congratulations card and state that we will not be attending? I`m confused because I`ve never received an invitation that didn`t have a space for accept or decline. Your help in this matter will be greatly appreciated.

I think the best thing to do would be to send a wedding card with some nice wishes for them and an apology that you won`t be able to attend. In that way, you shoot two birds at the same time: congratulate them and RSVP.
